No - the 2365 Package is the classroom base. To be classed as a fully qualified Installation Electrician (and earn a JIB/ECS Gold Card) you also need 18th Edition (BS 7671), City & Guilds 2391 Inspection & Testing, NVQ Level 3 (2346) work-based portfolio, and AM2/AM2S end-point assessment.
