ECS & TESP Deadlines
As of 31 December 2025, Part P, 2392/2393 without NVQ, and standalone 18th Edition or testing qualifications will no longer qualify for ECS Gold Card renewal.
Only NVQ-based routes – 2346, 2357, or 2347 – remain compliant for Gold Card issuance and renewal.

ECS Gold Card Renewal: December 2025 Qualification Changes
Key Update for 31 December 2025
From 31 December 2025, the ECS Gold Card renewal requirements are changing. Specifically:
Part P qualifications,
City & Guilds 2392/2393 (Inspection & Testing or Building Regulations) without an NVQ,
Standalone 18th Edition Wiring Regulations or testing-only qualifications (such as 2391, 2394, 2395) not combined with an NVQ Level 3,
will no longer qualify you for ECS Gold Card renewal.
What Will Be Required?
To renew an ECS Gold Card after this date, electricians must generally have:
A relevant NVQ Level 3 qualification in electrical installation (or an industry-recognised apprenticeship including the AM2 or Experienced Worker Assessment) as the base requirement.
BS7671:2018 (18th Edition) as an additional qualification, not on its own.
Certificates like Part P or 2392/2393 are only accepted alongside the full NVQ/apprenticeship route, not as stand-alone qualifications for renewal.

The ECS and Joint Industry Board (JIB) have publicly confirmed that as part of efforts to align with industry competence standards, "cards issued under conditional or industry accreditation routes, including those held with only Part P, 2392/2393 or standalone 18th Edition/testing quals, will expire and not be renewed past 31 December 2025 unless the cardholder holds a Level 3 NVQ (or equivalent apprenticeship/assessment)". https://www.ecscard.org.uk/content/overview-of-ecs-changes
"All ECS cards issued under these Industry Accreditation routes, including those under ECS, will expire by 31 December 2024. ECS will require those without qualifications to register for the appropriate qualification for their occupation before their cards expire, and ECS will be required to follow suit".
The intent is to raise competency, close previous "grandfather rights" and ensure the gold card represents full industry qualification.
Government Guidance
UK government skills policies require construction workers, including electricians, to hold a full Level 3 vocational qualification for continued site access. The ECS, as the industry-recognised scheme provider, is updating its requirements in line with this.
The "Lifetime Skills Guarantee" funds upskilling for those without Level 3. This supports existing ECS gold cardholders who need to gain the NVQ Level 3 route as their previous qualifications become insufficient for renewal.
